From two to one: how Dialog and Groupe T2i are digitizing administration

The digital transformation of public administration remains a key challenge. From 1 April 2026, Groupe T2i and Dialog Verwaltungs-Data AG will operate under one roof. With this consolidation, Swiss Post is reinforcing its position in digital administration services. The new company will have around 200 employees and combine innovation, security and customer proximity. In this interview, the current CEOs, Dieter Lüscher and Christian Kohli, offer insights into the future of the new company.

Groupe T2i, based in Siders (Canton of Valais) and Dialog Verwaltungs-Data in Baldegg (Canton of Lucerne), develop software solutions for cantonal and municipal administrations that support the secure exchange of information and digital transformation.

Dieter Lüscher, you will head the merged company from 1 April 2026. What added value will this merger bring to Dialog and Groupe T2i customers?
Dieter Lüscher, CEO of Dialog: With the new organizational structure, we’ll pool our competencies and investments so we can respond even better to the requirements of administrations and position ourselves as a company serving the whole of Switzerland. Our customers will receive a broader range of products and long-term stability.

Mr Kohli, as CEO of Groupe T2i, how would you describe the strategic importance of this merger?
Christian Kohli: With the merger, we’re combining the know-how of the two teams in German- and French-speaking Switzerland so we can provide new digital services faster and more precisely. We’ll avoid duplication and develop administrative solutions even faster – and now across all of Switzerland.

What are the customer benefits arising from the merger of the two Swiss Post subsidiaries?
Dieter Lüscher: The merger will bundle services and simplify processes. Customers will benefit from a uniform range of services, fewer interfaces and greater efficiency. This will lead to faster processes, better service quality and greater convenience through digital integration.

What are the benefits for customers in French-speaking Switzerland?
Christian Kohli: We’ll continue to offer proximity and reliability. All existing locations and contacts will remain in place after the merger – in both French- and German-speaking Switzerland. The new organization will continue to operate in Siders (VS), Renens (VD) and Baldegg (LU) – Bern will be added as the new headquarters.

Dieter Lüscher, what are your priorities as CEO of the merged company?
Dieter Lüscher: My priorities are clear: create trust, clarify structures and unite teams, and ensure investment in our solutions. This is the only way we can quickly become operational as a new company and offer our customers the maximum added value.

What innovations can customers expect from the new company?
Dieter Lüscher: Our customers can look forward to real progress: we’re bringing the best functions of both ERP systems into an integrated platform and supplementing them with new technologies such as AI-based data analysis, automated workflows and modern self-service portals. We’ll also rely on cloud solutions for greater flexibility and security. The goal is to make administrative processes simpler, faster and future-proof.

Where will the new company be in five years’ time?
Dieter Lüscher: In five years’ time, we’ll be the preferred partner for digital administration solutions in Switzerland. We’ll not only offer innovative and secure technologies, but also impress customers with tailored solutions, personalized support and a deep understanding of local needs.

Mr Kohli, what will be your new role in the merged company?
Christian Kohli: As Deputy CEO, I’ll be responsible for our customers' requirements in French-speaking Switzerland as Head of Sales for Western Switzerland.

How will the new company deal with data security?
Dieter Lüscher: Data security is a top priority for us – especially in administrative matters. We rely on the latest security standards, continuous updates and strict compliance directives. Our customers also benefit from Swiss Post’s expertise and resources in cybersecurity. This is how we ensure that sensitive data is protected at all times and the systems meet the highest standards.

Dieter Lüscher, what are the biggest trends in e-government?
Dieter Lüscher: The three major trends in e-government are clear: firstly, the consistent use of cloud technologies for greater flexibility and scalability. Secondly, the automation of processes to increase efficiency and speed. And thirdly, the creation of secure data rooms that guarantee the protection of sensitive information, while facilitating data exchange.

Dieter Lüscher, what has motivated you to set up the new company?
Dieter Lüscher: I’m motivated by this unique opportunity to shape something new: to bring together two strong companies and to shape an organization that combines stability with entrepreneurial spirit. We’re not just creating structures, but also shaping the future of digital administration – that’s what drives me.

Mr Kohli, where do you see the cultural challenges of this merger?
Christian Kohli: The biggest cultural challenge is combining two established corporate cultures. This can only be achieved with respect, openness and a shared vision. We want to preserve the strengths of both sides, while creating a new, shared culture that promotes cooperation and trust.

What is crucial for the success of modern administrative solutions?
Christian Kohli: Simplicity is key: our solutions need to perceptibly simplify processes for customers – intuitively, efficiently and without unnecessary complexity. This is the only way we can create real added value and acceptance.

 

About the new company and the two Swiss Post subsidiaries

 

The new company, which will begin operating from 1 April 2026, will become an independent private limited company within Swiss Post Group, with its headquarters in Bern. Swiss Post will announce the name of the new company under the Swiss Post brand in April 2026. Until then, the Groupe T2i and Dialog brands will remain in place.

 

Dialog Verwaltungs-Data AG: founded in 1980 in Baldegg (LU). Majority shareholding acquired by Swiss Post in 2021, full integration in 2024.

 

Groupe T2i Suisse SA: founded in 1983 in Siders (VS) and Renens (VD). In 2022, Swiss Post acquired 51 percent, full takeover in 2024.
